Go to www.torproject.org and download TOR "easy to install" it's about 9mb
after downloading and installing follow this steps
Launch Vidalia, click on Settings > Network and tick on I use a Proxy to access the internet and put this in address: 10.199.212.2
port: 8080
username and password: leave it blank
type select http/https
secondly tick my ISP blocks connection Tor the Tor network
and input this IP in add a bridge
